Latton Bush Centre Concession Hire Rate Criteria

Harlow Council have over time developed a set of criteria to be used where Groups are benefiting from the subsidised use of Harlow Council facilities.  These criteria have recently been reviewed in line with the Council’s revised Corporate Strategy and a review of Grant Aid

The criteria are neither exhaustive nor exclusive, and are subject to review in line with the objectives of Harlow Council.

Room Hire guidelines are as follows:

Organisations must be Community Group/Registered Charity or not for profit.

  • Must be based within (registered address) and operate within the boundary of Harlow DC.
  • Operates for the benefit of community in the Harlow DC area.
  • Working towards Harlow DC strategic priorities which are:
  • Clean, safe and sustainable environment
  • A prosperous community
  • Decent affordable homes.
  • A caring community with a higher quality of life.
  • Whose activities provide additionality and don’t duplicate work of any Harlow DC service or other organisation.
  • Employment-related initiatives and projects working to enhance the quality and level of work and training in Harlow.
  • Must be formally constituted and accountable.
  • Must not have excessive reserves.
  • Must have an equal opportunity policy.

The Policy at the Centre has in recent years become very broad and encompassed many National charities.  For peak time (Monday to Friday 8.30 to 17.00) only those organisations who meet the above criteria will be afforded the subsidised rates.  Therefore National Charities will no longer qualify for subsidised rates at peak times, applications for subsidies will be considered for evenings and weekends, if the event will benefit residents or those employed in the Harlow DC area.
