Anti-Social Behaviour 'ASB' Enforcement
The Anti-Social Behaviour Enforcement Officers are highly
motivated and experienced fully committed to resolving issues of
anti-social behaviour
Anti-social Behaviour covers a whole complex of thoughtless,
inconsiderate or malicious activity and has perhaps the greatest
potential to blight the quality of community life.
What is
ASB?
A Legal definition of anti-social behaviour is found in the
Crime and Disorder Act 1998, the Act describes anti-social
behaviour as 'acting in a manner that caused or was likely to cause
harassment, alarm or distress to one of more persons not of the
same household'.
The term anti-social behaviour covers unacceptable activity that
can blight the life of the community
Examples of anti-social behaviour include:
- Nuisance Neighbours
- Intimidating groups
- Vandalism
- Dumping rubbish
- Begging
- Misuse of fireworks
- Anti-social drinking

WHAT ACTION CAN BE TAKEN:
Our goal is to protect victims, witnesses and the community, we
will attempt to educate the perpetrator in understanding the
consequences of their behaviour, we will try to make the
perpetrator change their behaviour
Tools have been made available to Harlow Council, Essex Police,
Registered Social Landlords, Housing Trusts, Youth Offending Team
and British Transport Police to deal with anti-social behaviour,
measures that can be used by Harlow Council and /or Essex Police
include, warning letters, interviews, contracts and agreements,
anti-social behaviour orders, injunctions and individual support
orders, possession proceedings against a tenant, crack house
closures, dispersal orders, noise abatement notices.
The Anti-Social Behaviour Enforcement officers work in
partnership with other agencies including Essex Police, Essex
County Fire and Rescue Services, Social Services and Education
who bring to bear a co-ordinated and strategic approach to a
problem. 'Anti-Social Behaviour' Community Safety Enforcement
Officers have the authority to use the full range of tools and
powers available some of those powers include
