The Kier Harlow Joint Venture Company
Harlow Council entered into a Joint Venture arrangement with
Kier Group Plc on the first of February 2007 to revitalize the
performance of its Building Maintenance and Environmental Services
departments.
The establishment of Kier Harlow Limited involved the TUPE
transfer of 374 members of Council staff to the new company, with
the overall objective to develop a long-term approach towards a
shift from responsive to planned maintenance and service
improvements across all areas.
The services delivered by Kier Harlow on behalf of the Council
include:
- Housing Repairs for the Council’s over 10,000 properties
- Municipal Building Repairs, providing a maintenance service for
commercial and other premises owned or operated by the Council
- Street Scene and Grounds Maintenance, looking after Harlow’s
streets and green spaces;
- Pest Control;
- Vehicle Maintenance.
Kier Harlow Limited has a seven-year agreement with the Council
to provide the services above. This agreement also includes an
option for the contract to be extended by a further three
years.
Kier Harlow is the town’s third largest employer and has in
place plans to grow through third party work which will reduce the
company’s dependence on the Council for revenue.
A review by the Audit Commission in spring 2008 examined the
Council’s governance and performance management arrangements for
Kier Harlow.
The final report of the review also gives more detail
on the Council’s relationship with its partner.
