Policy and Performance

Introduction to the Policy and Performance Team

Who we are:

 Graham Pearman: Policy and Performance Team Leader

What we do:

Services of the Policy & Performance Unit include:
Co-ordinating the strategic planning for Harlow Council, for example co-ordinating production of the Corporate Plan and the Council’s business planning
Supporting the improvement planning process for Comprehensive Area Assessment (CAA)for Harlow
Supporting Harlow Council’s corporate policies on equalities and diversity
Presenting corporate performance monitoring reports to track progress on the authorities priorities        

Presenting benchmarking reports to understand how Harlow performs in providing value for money to residents

Updating and monitoring the Council’s risk register.

       

The Policy and Performance team activity consists of the following key elements;

Policy and Performance Management; This includes developing corporate policies and strategies and developing and maintaining the Council's performance management framework and computerised performance management system. It also includes development of the Annual Performance Plan, management of quarterly performance reports and co-ordinating and reporting of performance against key indicators.

 

A key role of the team is to manage and support the organisation through external inspections such as Use of Resources for Comprehensive Area Assessment.

 

  1. The Team supports key projects with corporate impact and monitors and governs other projects through a Project and Programme Management Group (PPMG). It also develops project policy with appropriate methodologies for all large Corporate projects/smaller service based projects and the capital / asset management programmes and helps to set performance targets against which to monitor project performance.
