Licensing

Many activities in the town, particularly some types of entertainment,  require licences. Harlow Council is responsible for issuing these licences and ensuring that the law is not broken

 

Licensed Entertainment NoiseIn Harlow, the Licensing team organises the successful BOBB pubwatch scheme that enables known troublemakers to be banned from town centre pubs and clubs.  Working with Trading Standards the team also carries out test purchasing of alcohol and other age limited goods to ensure that shopkeepers are complying with the law. There is also regular enforcement work in bars and pubs to ensure that there are no banned drugs on the customers or on premises. Since 2006 the Licensing team has also be piloting a taxi marshall scheme at town centre cab ranks to help minimise trouble and help people to leave the town centre on Friday and Saturday nights.

 

Activities in Harlow that require a licence include:

  • Street trading
  • Running gambling activities and lotteries
  • Charity collections
  • Placing of tables and chairs or portable advertising boards on the Highway

 

Traders/retailers that may need a licence include:

  • Betting shops/bingo halls/family entertainment centres 
  • Sex shops
  • Motor salvage businesses
  • Bars/clubs/restaurants (for sale of alcohol and entertainment purposes)

 

We also provide licences for individuals including:

  • Hackney carriage ("black cabs") and private hire vehicles (and drivers)
