A National Standard Planning Application Form, known as '1APP'
has been created by the Government to streamline the planning
system across England and Wales to make it easier for
applicants.
To ensure that you provide the information necessary for your
application to be processed efficiently, different forms are
provided for different types of application. If you need to apply
for two consent types, e.g. planning permission and listed building
consent, combined forms are available which include the questions
for both application types. If you use one of these combined forms,
even though you only have to complete one form, it will be treated
as two applications and you will be advised of two application
numbers, one for each type of consent.
All Planning related applications must be accompanied by a
number of plans and documents in order to be accepted as valid.
You may use the table below to download an application form or
to make an application online via link to the Planning
Portal.
You can create and submit most types of planning application
online via the Planning Portal, including the
ability to upload drawings, purchase site maps and pay application
fees. The Planning Portal is a national website
and offers a number of benefits:
- standard application forms for use with all planning
authorities.
- online help function when completing applications.
- guaranteed delivery/email acknowledgement.
- savings on handling, postage and printing costs.
Please note that you will have to register with the Planning
Portal when making your first online application.
When making an online application please note the following to
assist us in dealing with your application:

Ensure you have read the appropriate help texts relating to
completion of the Planning Application forms and addressed any
issues covered.

Drawings must include a scale bar. If your plans are larger than
A3 size you should identify what size the drawings should be
printed (A0, A1 etc.).

Providing a summary of all attachments included with your
application is very helpful.
- Attachments are restricted to the following file types: .pdf,
.tif, .jpg, .gif, .doc, .xls, .bmp, .png, .plt, .txt. The maximum
combined size of all files that can be uploaded is 25Mb. No
individual file should be larger than 5Mb.

If you submit drawings or fees by post, please ensure these are
correctly addressed, 'Planning Portal Application', Planning
Department, Harlow Council, Civic Centre, The Water Gardens,
Harlow, Essex CM20 1WG and quote the Planning Portal
Application number. An application cannot be progressed until all
appropriate information has been received.
We strongly recommend that you use the 'Apply Online'
option to save time and costs.
