Harlow Council recognises the importance of ensuring that the placing of tables and chairs and portable advertising boards on the pavement is carefully controlled.

Pedestrians in general can be put at risk though poorly sited signs and furniture. Good design is particularly important for people with impaired vision, mobility difficulties and those pushing prams, who can be seriously disadvantaged.

 

Anyone proposing to place tables and chairs or a portable advertising boards on highway land that is maintained at public expense will require a licence: Planning Permission may also be required.   Follow this link for Planning Services. 

 

Where it is proposed to place tables and chairs or a portable advertising board on a privately maintained forecourt, over which the public do not have unfettered access, a licence is not likely to be required. 

 

The Application Forms can be downloaded below and either completed electronically and printed for signature or completed by hand, and returned to Safety and Licensing, Harlow Council, The Water Gardens, Harlow, Essex, CM20 1WG accompanied by the appropriate Fee and Plan.
