Licensing Act 2003
The Licensing Act 2003 establishes a single integrated scheme
for the licensing of premises used for the supply of alcohol,
regulated entertainment or the provision of late night
refreshment.
This new system of licensing incorporates public
entertainment, theatres, cinemas and the sale of alcohol. A licence
will also be needed for places where hot food or hot drink is
supplied to the public between 11pm and 5am.
In future, there will be one licence for the premises and
another ‘personal’ licence for individuals who sell or supply
alcohol or who authorise the sale or supply of alcohol. Harlow
Council will be responsible for the issue of these licences.
The purpose of the new licensing system will be the promotion
of four ‘licensing objectives’, which are:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
