Summary
1. This report seeks the
Committee’s approval to commence statutory consultation on the
proposed introduction of one-way systems as detailed in the report
and On Street (Waiting, Loading & Parking) restrictions on
roads within or adjacent to Harlow estates.
Recommended that
The Committee agrees to: -
A Commence statutory consultation
on the recommendations as set out in paragraph 3 a) to e).
B Not to commence statutory
consultation for Tendring Road as set out in paragraph 4.
BACKGROUND
2. The Council has Civil Parking
Enforcement powers under the Traffic Management Act 2004. The
Council has an Agency Agreement with Essex County Council (ECC)
that provides the Council with statutory powers to enforce parking
regulation’s, prepare and consult on all parking related traffic
regulation orders under the Road Traffic Regulations Act 1984.
RESULTS OF THE PRE STATUTORY
CONSULTATION
3. At the Committee meeting held on 19
February 2008, it was agreed to undertake pre-statutory
consultation on proposed traffic regulation orders in 6
areas. The results of the pre statutory consultation
are as follows;
a) Priory Avenue -
(proposed no waiting at any time), between Station Road and Roman
Vale, congestion being caused by commuter parking for Harlow Mill
Railway Station;
Outcome: The response was 9 people
for, 3 against with 1 being a commuter, and 10 people concerned
about the impact on parking further into Priory Avenue and
surrounding Roads. An alternative to permit no waiting restrictions
would be to introduce limited waiting so as to discourage early
morning commuters from parking at Priory Avenue.
Recommended that statutory
consultation commences on introducing No waiting 8am – 11am daily
Monday – Friday.
b) Riverway -
(proposed no waiting between 9:00am and 5:00pm Monday to Friday),
congestion is caused by Heavy Goods Vehicle waiting to gain access
to factory units.
Outcome: The Public response was 6
people for and 1 against.
Recommended that statutory
consultation commence to introduce a Clearway.
c) Potter Street -
(proposed no waiting at anytime) junction with Kingsdon Lane,
visibility issues being caused by residential parking around the
junction.
Outcome: The response was 4 people for
and 1 against.
Recommended that statutory
consultation commence to introduce No waiting at any time.
d) Collins Meadow –
proposed the possibility of a one-way system within the estate with
residents and Essex County Council.
Outcome: The response was 16 people
for and 2 against.
Recommended that statutory
consultation commence for the introduction of a One-Way-System,
subject to Essex County Council support to include project in a
future highways budget.
e)
TownPark– The Council received
numerous letters from residents highlighting the need for parking
restriction and the possibility of introducing a residents parking
zone on school lane.
Outcome: The public response was
7 people for and 1 against being a commuter. A number of the
respondents requested resident’s only parking. It is the view of
Officers that implementing a residents parking only would
disenfranchise all other users of the Town Park. An alternative and
more pragmatic approach would be to introduce limited waiting so as
to discourage early morning commuters from parking in the Town
Park.
Recommended that statutory
consultation commence to introduce No Waiting 8am -10am daily
Monday – Friday.
f) Tendering Road –
(proposed no waiting at any time), to facilitate disabled access
(including a dropped kerb) for users of the footpath adjacent to
Salvation Army centre.
Outcome: The response was 2 Persons
against.
Recommended that no further action be
taken.
4. The results of the detailed
consultation including the extent of the proposed orders along
with the plans will be submitted to the Committee for final
approval. Statutory consultation process requires advertising the
notice of intention, notice of making and subsequent
making of the Traffic Regulation Order. These orders are made
separately to reduce the risk of one objection affecting all of the
proposals. All of these orders are then required to be revoked and
then consolidated into a single order covering the whole of
Harlow’s On Street Enforcement Activities. An On Street (Waiting,
Loading & Parking) Consolidation Order 2008 is therefore
required to complete the process.
A.Priory Avenue - (no waiting
at any time), between Station Road and Roman Vale, congestion being
caused by commuter parking for Harlow Mill Railway Station;
B.Riverway - (no waiting
between 9:00am and 5:00pm Monday to Friday), congestion being
caused by Heavy Goods Vehicle waiting to gain access to factory
units
C.Potter Street - (no waiting
at anytime) junction with Kingsdon Lane, visibility issues
being caused by residential parking around the junction;
D.Collins Meadow – Investigate the possibility of
a one way system within the estate with residents and Essex County
Council.
E.Town Park-The Council has
received numerous letters from residents highlighting the need for
parking restriction and the possibility of introducing a residents
parking zone on school lane.
F.Tendring Road – (no waiting
at any time), to facilitate disabled access (including a dropped

G. Upper Mealines -(no
waiting line at the juction of upper mealines and Commonside Road)
