Regeneration & Enterprise

The objectives for the Regeneration & Enterprise Service is as follows:

 

  • Effective regeneration of the Town and its neighbourhoods including successful delivery of housing growth.
  • Development and operation of fit for purpose infrastructure, in particular, continuous improvement to the operation of the transport network.
  • Ensure the short term maintenance and promotion, and medium term transformation of the Town Centre.
  • Improved economic prosperity, making Harlow better for business and Increasing the number of jobs whilst improving the skills of residents.
  • Effective management of property and facilities to support the council’s corporate objectives.
  • Lead Council-wide efforts to reduce energy consumption and support the Council’s Sustainability Strategy.
  • Ensure business continuity via emergency planning and business continuity internally and promote emergency planning and business continuity externally.

Services

The Growth and Regeneration Service is comprised of the following teams:

 

 

Regeneration Team Properties and Facilities
The Regeneration Team acts as a focal point for strategic planning for growth, regeneration and economic development and related infrastructure; and as a client for specific growth and projects delivered on the Council’s behalf by Harlow Renaissance Limited. The Team works closely with Planning colleagues on these areas.  The Team also has a key role in raising regeneration finance, and overseeing the income generated by the Services different activities.

The Council has an extensive portfolio of land, property rights, and other assets.  These provide a significant contribution to the life of the town, and also provide a significant source of income for the Council.  Included within responsibility for managing these assets is management of the Civic Centre and other council buildings; management of the commercial portfolio (shops and pubs); management of community assets (including the Latton Bush Centre) and green spaces; management of the market and bus station; management of unadopted roads and pavements, including much of the town centre; and disposal of surplus assets.

Latton Bush Centre Parking Services

The Latton Bush centre provides accommodation for businesses, voluntary organisations and community groups. Facilities are available to hire for conferences, workshops and other functions. 

                                                                   

Harlow Council through the Parking Service administers the Civil Parking Enforcement scheme in Harlow within the Civil Enforcement Area (whole of Harlow except the M11). We have a team of Civil Enforcement Officers (CEOs) patrolling and issuing Penalty Charge Notices, and a back office team who handle correspondence and telephone enquiries. The back office team also process applications for permits and permit renewals. Regulation 10 Postal PCNs are issued from the back office and all challenges to PCNs are processed here.
