Council and Housing Association Homes
In 2007 there are approximately 11,000 homes
in Harlow owned by the Council and a number of Housing
Associations. The main Housing Associations working in Harlow
are MOAT ( who also manage the Homebuy scheme in this area - for
more information vitis the Homebuy website), HOME, East Thames
and Swan.
The type of tenancy offered by the Council and
the Housing Associations is very similar, in that the tenant may
remain in the property as long as they want, providing they do not
break their conditions of tenancy. The main difference is
that Housing Association tenants do not usually have the ‘right to
buy’.
All new developments in Harlow containing more
than 16 units of accommodation will include a percentage of
affordable homes – these will be managed by a Housing Association,
and will either be for rent, or for purchase through the part
rent/part buy scheme. In 2007, new homes have become
available on the developments at New Hall and at Harlow
Gateway.
Council and Housing Association vacancies in
Harlow are advertised for letting through Harlow Homefinder ( HHF ),
the Council’s choice-based lettings scheme. A small number of
Housing Association vacancies are kept back to let to people on the
individual Association’s own register, but the majority are
advertised through HHF.
To be able to participate in HHF, you must be
on the Council’s Housing Register. In 2007 this register
contains nearly 6,000 households. As there are only around 500
vacancies annually, it’s petty clear that most people on the
register will not get a home this way, and the Council does,
therefore, encourage everyone to consider all the options
available.
