with a higher quality of life. Ensuring people have access to
“good quality services that meet the needs and priorities of local
people” is encompassed within the Council’s overall strategic
vision.
To support both the vision and our priorities,
the Council provides a wide range of Housing and related
services.
Housing Management
The quality of our housing contributes to the
quality of life for our residents and our vision and priorities as
laid out in our corporate plan allow us to focus on delivering an
excellent housing management service. With a housing stock of
10,000 homes 8,300 garages and 2.300 leaseholders we provide a
comprehensive range of Housing Management services to all of our
customers. Dealing with such issues as:
- Management of the Housing transfers register,
mutual exchanges
- Tenant Engagement
- Empty home management
- Rent and service charge recovery
- Estate & Tenancy Management
- Neighbour disputes
- Anti social behaviour
- Garage management

Housing Repairs
Our repairs service is delivered through our partnership with
Kier Harlow. They provide an effective 24 hour emergency
repairs service, responsive repairs service and planned
works. In addition to our major works planned programme, in
line with the decent homes programme we have a planned programme in
place for fitting new kitchens and bathrooms.

Housing Options and

This service is responsible for:

residents threatened with homelessness

This service is responsible for:
- Harlow's Housing Strategy
- Private Sector Housing including Empty Homes
- Help with repairs and improvements in the Private Sector
- Affordable Housing including Low Cost Home Ownership
- The Supporting People Programme
- Private Sector including empty homes.
