Respond to the needs of the voluntary sector by promoting and delivering education, training and coaching initiatives. Monitor progress of the action plan

Consult on people's needs and wants and look to fill gaps. Act in an advisory role to local community and voluntary groups. Promote inclusion and provide equality of access to opportunities and activities. Take action to achieve its aims through strategic co-ordination, planning and delivery.

Harlow is part of a national movement to create a single system for sport. It is envisaged that every Local Authority Area will have a Community  Sports Network. activeharlow is leading the way in Essex and is the first Community Health, Sport, Physical Activity Network to officially launch.
