What to do if the person liable to pay Council Tax has
died
The Council Tax office realise that there is a lot to organise
when someone dies.
If you are a member of the family, the executor, the solicitor
or simply a friend, who is dealing with the estate of the deceased,
please provide the following information to enable the correct
person to be contacted regarding Council Tax:
- the full name and address of the person who has died
- the date they died and a copy of the death certificate
- whether they owned or rented their property
- if rented, the date the tenancy ended, and the landlord’s name
and address
- the name and address of the executor
- who is still resident in the property, if anybody, and are they
now to be treated as the liable person and to receive future
bills
- If a resident is now living there alone a single person’s
discount may be granted. You will need to complete a Council Tax
Discount Form, available from the Revenues
& Benefits office or Contact
Harlow.
Alternatively,

This form may be completed electronically but will be printed
on completion and must be authenticated with a signature for the
claim to be considered
If the deceased person’s property is now unoccupied, it will
be exempt from the payment of Council Tax until probate is granted,
and then for six months after probate, provided the property
remains unoccupied. If you think the property will be exempt from
Council Tax you will need to complete Council Tax Property
Exemption Form, available from the
Revenues
& Benefits office or
Contact
Harlow.
