The Harlow 2020 Partnership was set up in 1995 by Harlow Council and a group of local service providers to develop a co-ordinated approach to the development of the town and realise the benefits of shared knowledge and resources.

 

In 2001 the Partnership carried out a widespread consultation exercise, using the results to develop the first edition of the Harlow 2020 Vision . We have worked hard on its delivery and are extremely proud of our achievements to date.

 

In 2005 Partner organisations carried out a review, looking how they should work together in future years, to ensure they take a more strategic and coordinated approach.

The Partnership receives Performance Reward Grant from the first Local Area Agreement and uses this money to enable local partners to contribute to the achievement of the targets in the second Local Area Agreement.

Future Jobs Fund (Updated)

Almost 160 local young people are getting new jobs, training and work experience after a successful bid to the Government’s Future Jobs Fund by West Essex organisations.

 

The West Essex Partnership (encompassing the Harlow, Uttlesford and Epping Forest Local Strategic Partnerships) has been awarded just over £1million to assist young people who have been unemployed for approaching a year.

 

The bid was led by Harlow Council but the jobs and training places will be spread between dozens of local public sector and social enterprise organisations including Harlow Council, Harlow District Chamber of Commerce, Kier Harlow, Harlow Welfare Rights and Advice, Epping Forest District Council, Epping Forest College, Uttlesford District Council, Organic Countryside and Walden Local Food.

 

The project is running until March 2011 and the posts are of six month duration. These posts are offered in two stages (79 jobs per stage) and aimed at 18-24 year olds who have been on Job Seekers Allowance for approaching 12 months and other long term unemployed people in Harlow. All of the jobs pay at least the minimum wage and none of the new jobs are replacing existing roles or vacancies. All applicants are initially referred to the scheme from JobcentrePlus and will need to go through a recruitment and selection process for the jobs.

 

The scheme is managed by Employ-Ability and during the course of the job the young people will receive support to help them improve their future job prospects. All of the employees have a guaranteed offer to work for a NVQ level 2 in customer services or equivalent and they are offered other workplace training and help with preparing a CV.  The first of the new roles commenced in January 2010.

 

Future Jobs Fund Extension

Confirmation has been received from the Department for Work and Pensions that the West Essex Partnership has been awarded funding for more jobs it plans to provide under the Future Jobs Fund.

 

There are now 46 individuals in post and it is fully expected that the remainder will be in post this month.

 

For the second stage of funding, the partnership applied to repeat its first 79 posts and increased the total to 95 with the addition of new jobs from the PCT and others. The roll out of the new jobs will commence from July.


Harlow 2020 Meetings Open To Local People

Local people are now able to see and hear at first hand how decisions are made by the Harlow 2020 Local Strategic Partnership when the body opens its Board meetings to the public in 2008.

 

Jackie SullyJackie Sully took up the position of Partnership Chair in September 2007.  She explains the thinking behind the move:  "Harlow 2020 takes very important decisions that can have a major impact on life in our town.  We regularly ask local people for their views on how Harlow should develop in years to come and it is only right that they should be able to see how we are working and whether we are delivering.  Everything should be completely transparent and open".

 

The Partnership Board meets four times a year.  The first meeting to open to local people took place on Friday 7th March 2008 and was attended by many members of the public, including representatives from local organisations.

The Local Strategic Partnerships for Epping Forest, Harlow and Uttlesford exist to promote and enhance the economic, social and environmental well being of their communities. The three LSP’s have come together in the West Essex Partnership (WEP) to examine new opportunities for joint working across existing boundaries that will help them enhance ‘value for money’ and better deliver on behalf of their communities individually and collectively.

Harlow 2020 is now a member of the Essex Compact.    The purpose of the Compact for Essex is to guide and encourage statutory agencies such as local councils and the voluntary and community sector in working together fairly and productively to improve the well-being of people living and working in Essex.
