Vary a club premises certificate
Minor variation
If you want to make changes to your licence, but these will not affect the licensing objectives, you need to apply for a minor variation.
To apply for a minor variation, you need to:
- complete the minor variation of a club premises certificate application form (pdf)
- send the application form to the Licensing team
- submit a copy of your certificate
- pay the £89 fee (cheque payable to Harlow Council)
Once you have made an application, you will need to:
- advertise your application on the outside of the premises using the outside premises public notice form (pdf)
Once we receive your application, we will:
- acknowledge it within 5 working days
- allow 10 days for representations
We will notify you of our decision within 15 working days, after the 10-day consultation period.
Full variation
If you want to make changes to your licence, and these changes will affect the licensing objectives, you need to apply for a full variation
To apply for a full variation, you need to:
- complete the full variation of a club premises certificate application form (pdf)
- send the application form to the Licensing team
- submit a copy of your certificate
- submit a plan (if there is a change to the layout of the club)
- pay the correct fee (depends on the rateable value of your premises)
Once you have made an application, you will need to:
- advertise your application on the outside of the premises using the outside premises public notice form (pdf)
- advertise your application in the local newspaper using the newspaper public notice form (pdf)
- send copies of the application and plan of the premises to the responsible authorities
Once we receive your application, we will:
- acknowledge it within 5 working days
- allow 28 days for representations
Representations can be made against your application.
If we receive any representations, we will take the application to a hearing for councillors to consider. We will then notify you of their decision.
If we do not grant the variation to your certificate, we will not refund your fee, but you can appeal the decision by writing to us. Appeals are made to a magistrates court within 21 days of notice of the decision.
If we do not receive any representations, we will grant the variation to the certificate.
