Towns Fund

The Towns Fund is a £3.6 billion fund created by government to help develop towns and cities.

Harlow was successful in its bid for funding from the Towns Fund and was awarded £23.7 million.

Town investment plan

The programme includes the following projects:

Harlow town centre

We plan to improve the transport links and connectivity in the town centre. This includes improving public spaces to make the town centre feel safer and more attractive and a new transport and commercial hub in Terminus Street replacing the existing bus station.

Harlow Council has already been awarded £1M from the Accelerated Funding which has been used to deliver public realm improvements in East Gate.

Harlow Bus Terminus

Our proposal is to create a new travel hub providing improved access to the bus network and other sustainable modes of transport.

This will include a new waiting area with a welcoming and safe environment, improved live-travel information and opportunities for pop-up activities.

The new travel hub will better connect with Broad Walk via Cross Street, West Walk and East Gate, as well as Terminus House and Harlow College.

Broad Walk

Broad Walk should be the main retail hub of the town centre, providing connectivity to The Water Gardens, Harvey Centre and travel hub.

Our proposals will improve the street scene with new paving, lighting and street furniture, framed around new soft landscaping.

The layout will retain and increase opportunities for street trading, pop-ups and a range of events and activities. Shops and services will also be encouraged to provide improved outdoor services and dining.

Staple Tye regeneration

We plan to improve Staple Tye neighbourhood through providing new workspace for businesses and improving connectivity between the shopping centre and health centre.

New Cambridge Road and River Way junction

We plan to create a new junction at Cambridge Road and River Way to improve access to the Templefields area.

Institute of Technology

We plan to support Harlow College to deliver its new Institute of Technology facilities focused on science, technology, engineering and mathematics.

We are currently developing the individual project business plans for this programme and we expect to have carried out the work by March 2026.
