Free for the day. Access to this parking will be via First Avenue, onto Momples Road, then Mardyke Road.

Overflow parking will be available on the playing field and parking spaces will be available for blue badge holders on the day of the Carnival. A member of Carnival staff will be overseeing parking in this area but please drive with caution due to expected high levels of vehicles and pedestrians.

All other areas in The Stow (yellow lines etc.) will still be enforced.

Harlow Council car parks terms and conditions

When parking within a Harlow Council car park you must display a valid ticket on your vehicle and park within the marked bays. If your vehicle is found to be in contravention, you are liable to receive a Penalty Charge Notice (fine). If the contravention is more serious the penalty charge will be higher than if the contravention is less serious. Harlow Council accepts no responsibility for any loss or damage to vehicles and their contents whilst parked in Harlow Council car parks.

Please note: motorhomes are not permitted to park in any of the above car parks.

Penalty Charge Notices (parking fines)

Enforcement of parking and waiting restrictions, both on Harlow streets and in Harlow Council owned car parks, is undertaken by the North Essex Parking Partnership.

A Penalty Charge Notice is issued to a vehicle owner where an infringement has been seen to take place. You can pay Penalty Charge Notices on the North Essex Parking Partnership website.
