Chair of the Council
The Chair of the Council for 2017/18 is Councillor Sue Livings who represents the Old Harlow Ward.
Sue was born 1945 and grew up in Hatfield Heath. After marrying she moved into Old Harlow and has lived there since 1964.
Always working in Harlow, she first took up a position in Wholesale News, where she remained for 30 years covering a multitude of jobs, from Trade Counter supervisor Daily News Manager to Accounts Manager. She then changed direction completely, and worked for a children's theatre company, which she enjoyed enormously.
She has always been a Conservative Party Member and was first elected as a Councillor for Katherine's and Sumners Ward in the early 90's. She stood twice after that, once again in the Katherine's and Sumners Ward and for the first time in Old Harlow in 1996 but was not elected.
She did not try for election again until 2002 but she was always at the forefront of the campaigning and was elected to the Council in 2002 as a Councillor for Old Harlow Ward where she still remains.
This is the second time of holding the position of Chair, she held the seat in 2010/2011 and feels privileged to have a second term.
Sue has two children and three grandchildren. Her daughter's and son's family live in Sawbridgeworth and York, respectively.
Her interests are varied outside Council. She sings in a church choir and enjoys reading, belongs to W.I. and the Garden Club. She also loves antiques and the arts.
Vice Chair of the Council
The Vice Chair of the Council for 2017/18 is Councillor Maggie Hulcoop who represents the Harlow Common Ward.
Chair's chosen charities
The Chair’s chosen charities for 2017/18 are St Clare Hospice and the Action for Family Carers.
St Clare Hospice is a local charity and each year they care for hundreds of people across West Essex and the East Hertfordshire border. They provide free compassionate care and support to adults with life limiting illnesses, their families and carers. St Clare Hospice Registered Charity No. 1063631
Action For Carers makes a positive difference to the lives of all carers by providing valued, high quality support services in times of need. Action For Carers Registered Charity No. 1127164

Inviting the Chair and/or Vice Chair to engagements
When inviting the Chair/Vice Chair of the Council to an engagement/event the following maybe of assistance to you. They are fairly general, as there are many types of functions. Please do not hesitate to contact the Chair's Office should you wish to discuss the function or obtain further advice especially on the matters raised below.
- Timing: If your function is a dance; then half an hour or three quarters of an hour after the start would be appropriate for the Chair/Vice Chair to arrive. If a dinner is involved; about ten minutes beforehand in order to meet your officers. If a sports day; it is suggested that the Chair/Vice Chair should arrive in time for the finals and prize presentation.
- Arrival: The Chair/Vice Chair should be met on arrival, escorted to his/her place, and the appropriate introduction made.
- Precedence: The Chair/Vice Chair of the Council is the first citizen of the town, and has precedence in all places in the town, (except when the Queen or her representatives are present). Therefore the Chair/Vice Chair should be in the chair or on the immediate right of the person presiding. The precedence of the Chair/Vice Chair of the Council should also be reflected in the order of speech, presentation etc, as might be appropriate for the particular event.
- Toast list or agenda: A copy of the toast list or agenda showing the order of proceedings should be supplied as soon as the details have been finalised. If you wish the Chair/Vice Chair of the Council to speak, please also let him/her have details of the subject and points to which he should refer and the names of any person to whom reference should be made. It would also be helpful to have some background notes on your organisation, i.e. aims and activities.
