Forward Planning

The Forward Planning Team is responsible for all aspects of planning policy in Harlow, including the production of Harlow’s emerging Local Development Framework (LDF).  The LDF will eventually replace Harlow’s current Adopted Replacement Local Plan 2006, setting out the planning policy framework for new development in the District to 2021 and beyond.

Current Planning Policies - Follow this link to view the current planning policies guiding the type and location of development that can take place within the Harlow District.

 

Local Development Framework – The LDF for Harlow is currently being developed and will guide planning and development in the District to 2021 and beyond. It will be a key vehicle in delivering the Council’s Sustainable Community and Corporate Strategies. 

 

Sustainable Community Strategy (Harlow 2020 Vision) – The Community Strategy is one of the key overarching documents that will inform the preparation of Harlow’s LDF Core Strategy. 

 

Regional Planning – The adopted East of England Plan 2008 sets out the statutory Regional Spatial Strategy for the East of England and identifies the development requirements, including housing provision, which Harlow has to accommodate by 2021.

 

National Planning – Communities and Local Government produces national planning policies which are set out in Planning Policy Statements (PPSs) and Planning Policy Guidance Notes (PPGs).  Harlow Council is required to have regard to these in the production of its LDF.
