Harlow is 70 Carnival

Carnival logoHarlow Council is pleased to announce that a free street Carnival will take place on Sunday 23 July 2017 in the town as part of Harlow’s 70th birthday celebrations.

The Carnival, organised by Harlow Council, will start from The Stow at 12noon travelling along First Avenue and ending in the Town Park in time for the start of the popular Linkfest Music Festival being held at The Bandstand.

Line the streets and join in the fun!

We want people to come out and take part in the Carnival, either by being part of a float, part of a walking group in the carnival parade or supporting the carnival by lining the route to celebrate Harlow’s 70th Carnival celebrations and cheer the Carnival on. The Carnival theme is our ‘70’ years (1947 to 2017), pick a time, something in that time, something significant to Harlow or a decade.

Please note: You cannot walk in the parade without being registered as part of an approved float or walking group. Members of the public can enjoy the Carnival from one of the many viewing points along the route.

Carnival schedule:

  • 10:15am - 11:00am Floats, vehicles and walking groups arrive at The Stow
  • 11:00am - 11:30am Floats, vehicles and walking groups take up their position
  • 11:30am - 11:50am Judging of ‘Best Float’ and ‘Best Walking Group’ by the Chair and Vice Chair of Harlow Council
  • 12:00noon Carnival parade leaves The Stow travelling along Howard Way and First Avenue, turning right into School Lane
  • 1:00pm Linkfest Music Festival ​starts (please note this event is not organised by Harlow Council and is separate to the Harlow Carnival)
  • 1:00pm - 2:00pm Carnival parade finishes at the Town Park.
    On arrival at the Town Park, floats will park in Netteswell Cross car park, School Lane and walking groups will continue on to the Bandstand area.

The theme for the Carnival is Harlow through the decades - from 1940s right up to the present day - and will include decorated floats, cars, bikes and a range of walking, marching, dancing and performing groups.

We encourage our local community, businesses and charities to come out and take part.

Volunteers needed

The safety and overall success of the event is hugely dependent on Council staff and volunteers. We are recruiting volunteers to work alongside our staff as Community Event Stewards. Stewards duties are most likely to include accompanying the Carnival along the predetermined route; ensuring members of the public do not interrupt the flow of the procession; managing and directing spectators and assisting members of the public with enquiries about the event. Stewards may also be asked to oversee allocated car parking areas and assist with temporary road closures.

Whilst the times of work may vary slightly depending on what duties individuals are assigned, we anticipate that Stewards will be required to work between approximately 9am and 2pm. A full briefing and final details of the event will be given to all Stewards ahead of the event.

Lost children

Carnival staff will identify a ‘Lost Child’ meeting point at the start and finish points of the Carnival parade. All Lead Organisers will be advised of where these meetings points are on the day and both points will be clearly marked.

Toilets

Toilet facilities will be available by Pets' Corner in the Town Park.

Road closures:

The road closures are scheduled to take place on 23 July 2017 between 10am and 1:30pm due to the large numbers of pedestrians and personnel attending the Carnival. Access will be maintained for emergency vehicles and controlled access for residents of 1 to 23 Park Lane.

Roads affected: Howard Way, Maddox Road, Arkwrights, Minchen Road, The Stow, First Avenue, Monkswick Road, School Lane, and  Park Lane. Please see the Carnival procession route for details.

Due to the road closures on the day we strongly encourage people taking part and spectators to walk to the Carnival if possible.
