Harlow Council entered into a Joint Venture arrangement with Kier Group Plc on the first of February 2007 to revitalise and transform the way its Building Maintenance and Environmental Services are delivered.
The services delivered by Kier Harlow Ltd on behalf of the Council include:
- Housing Repairs for the Council’s over 10,000 properties
- Municipal Building Repairs, providing a maintenance service for commercial and other premises owned or operated by the Council
- Street Scene and Grounds Maintenance, looking after Harlow’s streets and green spaces;
- Pest Control; and
- Vehicle Maintenance.
Kier Harlow Ltd has a seven-year agreement with the Council to provide the services above. This agreement included an option for the contract to be extended by a further three years. In March 2012 this agreement was extended until 2017.
Kier Harlow Ltd is the town’s third largest employer and has in place plans to grow through external work to reduce the company’s dependence on the Council for revenue.
The current contract for the provision of services by Kier Harlow Ltd expires on 31 January 2017.
Front-line services including, but not limited to, housing repairs and maintenance, repairs to Council buildings, street cleaning, grass cutting and pest control, which have been operated by Kier Harlow Ltd, will be transferred to a Local Authority Trading Company (LATC) wholly owned and set up by the Council.
The changes will be funded by existing approved budgets at no extra cost to Council Taxpayers, Council tenants and Council leaseholders.
