The new Harlow Local Development Plan will replace the Adopted Replacement Harlow Local Plan and will set out the framework to guide and shape development in Harlow to 2031. It will be a key vehicle in delivering the Council’s corporate strategies.

The Forward Planning Newsletter aims to keep residents, businesses and other interested parties up to date on progress with the new Local Plan, as well as other projects that the Forward Planning Team is working on. It is published on a quarterly basis.

Get involved with the Local Development Plan

In order to be kept up to date with progress with the Local Development Plan and be notified when a consultation is taking place you can sign up to the Local Development Plan Consultation Portal. If you have registered previously and wish to check, amend or remove any of your details, instructions on how to do so can be found on the Change of details form (pdf).

Please note that by registering, you give consent to your personal data being held on a database. The data will be held for the duration of the new Local Development Plan up to and probably beyond 2031. You can opt to receive no communication by changing your settings in the Portal.

Local Development Scheme

The Local Development Scheme (LDS) sets out the programme and timetable for the preparation of the Local Development documents.

The draft Pre-Submission Harlow Local Plan (Regulation 19) will be considered in the new year. The Local Development Scheme is accordingly in the process of being updated. If you are a consultant/agent and are registered on the Local Development Plan database, you will be notified when the new scheme is published.
