New CSO to fight anti-social behaviour
Harlow Council has announced the creation of a
new post for a hands-on uniformed officer, who will play a key role
in spear-heading the fight against anti-social behaviour in the
town.

James Dickinson has been appointed to the new
role of Community Safety Officer and his job will combine
enforcement activities to reduce enviro-crime, deter anti-social
behaviour and build a strong rapport with residents to
help create a sense of local pride and ownership.
He will concentrate on individual areas or
estates, rather than whole wards. His first deployment will be in
the Bush Fair area and local residents will soon receive leaflets
introducing James and explaining what he can do to help.

Harlow Council’s Community Safety Manager,
Paul Anderson, said: “This crucial new role is further evidence of
the Council’s absolute commitment to reducing all forms of
anti-social behaviour and making this town an even safer and more
pleasant place to live and work. “
The Community Safety Officer will be the eyes
and ears of the local community in terms of helping to deter and
gather evidence on crime and anti-social behaviour.
He will liaise between local residents and
businesses with relevant agencies such as the Council, the Police
and Kier Harlow to produce effective solutions to local
problems.
The uniformed role will be accredited under
the Police Community Safety Accreditation Scheme (CSAS), which will
give enhanced powers of enforcement as well as building reassurance
among the local community.
The post holder will also be in a position to
report such things as broken street furniture and environmental
crimes like fly tipping and littering, as well as graffiti and
other acts of vandalism. He will also have the power to issue Fixed
Penalty Notices for environmental crimes.
After James Dickinson’s initial deployment in
the Bush Fair area, he will move on to other areas/estates, while
maintaining links to communities where he has been previously
deployed.
