Personal licence to sell alcohol

Anyone who supervises the sale of alcohol in licensed premises will need a personal licence.

You will be able to apply for a personal licence if you:

  • live in Harlow - you need to apply for a personal licence from the council in which you live, not where the premises is located. 
  • are over 18
  • do not have any of the relevant criminal convictions outlined in the Licensing Act 2003
  • have an approved licensing qualification
  • have the right to live and work in the UK

Personal licence holders do not need to apply to renew their licence. Personal licences are valid unless you surrender it or we revoke it.

Change of details

If you have a personal licence and you change your name or address, you need to let us know. 

You also need to:

  • pay the £10.50 fee
  • include your licence and ID card (or a reason for why these cannot be produced)

Once you have completed the form, we will issue a new licence showing your correct details.

Replacements

If your personal licence is lost, damaged, stolen or destroyed, you will need to let us know.
