Supply of external printing services
Harlow Council has reviewed the method used to commission external printing services with a view to improving the following:
- Monitoring of spend and performance
- Corporate quality standards
- Procurement efficiencies and savings due to economies of scale
- Compliance with Contract Standing Orders and other governing procurement legislation
To achieve these improvements Harlow Council entered into a participation agreement for an EU compliant print management contract lead by Essex County Council. Under this arrangement, all types of print will go through one print broker, Corporate Document Services Ltd (CDS), who will either perform the work or outsource to other print suppliers, if required.
CDS is an accredited supplier (ISO 9001) and is able to provide end-to-end solutions from concept to delivery in print and electronic media. Plain English, graphic design and web design services are also available.
CDS has approximately 75 approved suppliers across the U.K and the ECC contract stipulates that a minimum of 45% of orders are placed with local suppliers.
The Council’s current suppliers have the opportunity to apply direct to CDS to become an approved supplier subject to satisfactory completion of the ISO 9001 compliant vetting process. Requests to be considered as an accredited print supplier should be sent to CDS direct
