Safer Harlow Partnership logoThe Safer Harlow Partnership (SHP) is the Community Safety Partnership (CSP) for Harlow - a statutory partnership of organisations and groups working together to reduce crime, disorder and the misuse of drugs in the town. It is led by the responsible authorities Harlow Council, Essex Police, Essex County Council, Essex County Fire & Rescue Service, West Essex Clinical Commissioning Group and Essex Community Rehabilitation Company (Probation), but includes many other local bodies such as Safer Places, Victim Support, Streets2Homes, Home Group Ltd and Neighbourhood Watch.

Harlow is part of the West Essex Local Policing Area, along with Epping Forest, Brentwood and Thurrock. 

Partnership Structure

The Chair of the SHP is the Chief Executive of Harlow Council, Malcolm Morley OBE.

The SHP is supported by three priority groups. Each group produces action plans in order to achieve the objectives of the Partnership, as outlined in the annual strategic assessment. Each of the three priority groups is chaired by one of the Responsible Authority representatives:

  • Antisocial behaviour and Crime Reduction - Chair is Essex Police District Commander and Vice Chair is Essex County Fire and Rescue representative
  • Domestic Abuse Forum - Chair is the Housing Options and Advice Manager, Harlow Council
  • Hate crime - Chair is Community Safety Enforcement Officer, Harlow Council

  • Tackling Gangs and Gang Crime
