Animal licensing - dog breeding

If you breed dogs for sale, you will need a dog breeding licence.

You can read the conditions for this licence on the Canine and Feline Sector Group website.

To apply for a dog breeding licence, you need to:

  • download and complete the application form (pdf)
  • pay the application fee of £126 (up to 6 bitches) or £176 (7 or more bitches)
  • pay the grant fee of £73 (up to 6 bitches) or £98 (more than 7 bitches)

If we need to consult a vet as part of the application process, you will also need to pay the vet fees.

The total fee to apply for this licence is £199 (up to 6 bitches) or £274 (7 or more bitches), plus any vet fees.

You can pay any of the fees by:

  • cheque - payable to ‘Harlow Council’ and posted with your application form to Environmental Health, Harlow Council, Civic Centre, The Water Gardens, Harlow CM20 1WG
  • in person - at the cashier desk in the Civic Centre with your application form

We will ask you to pay the total fee for the licence up front. If we do not grant your licence we will refund your grant fee.

Once we receive your application form and fee, we will contact you to arrange an inspection with a vet.

We will use our inspection to decide whether to grant your licence and what your rating will be.

The rating is based on your animal welfare standard and the level of risk your business poses. You can read more about how the rating will be determined on the Canine and Feline Sector Group website.

The rating will be between 1 and 5, with 5 being the best rating.

The rating you receive will determine the length of your licence, from 1 to 3 years.

Once you have your licence, you need to display your licence and rating on your premises.

Renew your licence

We will tell you how long your licence is valid for when we grant it. The length of your licence depends on the rating we gave you.

We will write to you before your licence expires to remind you to renew it.

You need to submit your application to renew your licence, at least 10 weeks before it’s due to expire.

To renew your licence, you need to:

  • contact us
  • pay the renewal application fee of £126 (up to 6 bitches) or £176 (7 or more bitches)
  • pay the grant fee of £73 (up to 6 bitches) or £98 (more than 7 bitches)

Request a new rating

When we grant your licence, we give you a rating. The rating is based on your animal welfare standard and the level of risk your business poses.

The risk rating will be between 1 and 5, with 5 being the best rating.

When we give you your rating, we will tell you:

  • why we have given you that rating
  • what you would need to do to receive a higher one when you renew your licence

If you want to achieve a higher rating before your licence renewal, you can take the actions we suggest then request a new rating.

If we gave you five, you can't request a new rating at this is the best you can receive.

To request a new rating, you will need to:

  • download and complete the revisit form (pdf)
  • pay the application fee of £85
  • pay the inspection fee of £100 (plus any vet fees)

You can pay these fees by:

  • cheque - payable to ‘Harlow Council’ and posted with your revisit form to Environmental Health, Harlow Council, Civic Centre, The Water Gardens, Harlow CM20 1WG
  • in person - at the cashier desk in the Civic Centre with your revisit form

Once we receive your application form and fees, we will contact you to arrange an inspection with a vet within 3 months of your request.

After the inspection, we will contact you to tell you our decision about your rating.

If you receive a new rating, your licence will not change. It will still be valid from the date we granted it, and not from the date you receive your new rating.

Appeal your rating

If you do not agree that your rating reflects the animal welfare standards and risk levels found at the time of the inspection, you can make an appeal.

To appeal your rating, you need to:

  • download and complete the appeal application form (pdf)
  • pay the appeal fee of £125 (for inspection)
  • send us the application form within 21 days of us granting your licence

We will then review your rating and tell you our decision within 21 days of receiving your appeal.
