The Chair of the Council for 2019 to 2020 is Councillor Clive Souter who represents the Sumners and Kingsmoor Ward.
The Vice Chair of the Council for 2019 to 2020 is Councillor Maggie Hulcoop who represents the Harlow Common Ward.
The Chair is the ceremonial head of Harlow Council. The Chair plays an important civic role in engaging with the people of Harlow. This includes attending community events.
The Chair is elected each year at the annual Council meeting. For the year of office, the Chair is politically neutral.

Whether it's treatment for an emergency, acute condition, pregnancy or long term illness, they believe that every patient deserves the highest quality of care available. They raise funds for cutting edge technology, additional specialist staff, environmental enhancements and extra comforts for patients. Clive, in particular, is raising money for the Renal Unit.
Livewire has been established since 2001, providing free access to performing arts for the young people of Harlow and surrounding towns. They currently work with almost 100 young people from the town aged from 11 upwards hosting a wide range of theatre workshops including Drama, Dance, Music and Mindfulness classes. The Livewire Trust believes that with a supportive environment all young people can succeed.
