Housing Allocation Scheme - shortlisting verification process

If you are shortlisted for a possible property through the Housing Allocation Scheme, verification checks will be made into your circumstances to ensure that the allocation is made in accordance with the scheme.

You may be contacted by a Homefinder Officer who will let you know what information you will need to provide. Below is a guide of what details you may have to provide and you are advised to look at what documents you already have or may need to obtain for the verification process so that you have the necessary documents to hand.

You will have only 24 hours (excluding weekends) to provide the requested documents. In order to get the information to the Homefinder Team quickly please send them electronically to home.finder@harlow.gov.uk clearly stating your name and address on the email. Alternatively you can bring the documents into the Civic Centre and ask at Reception for your documents to be copied and advise the Customer Adviser that the documents are for verification of your Housing Register application.

The information that you may be requested to provide could include:

Proof of residence

Proof of residence for the previous five years for all members of your household who you wish to have re-housed with you. This includes all adults and all children.

Examples of what you could provide are:

  • Council Tax bills for the previous five years
  • One bank statement per year for each adult for the previous five years
  • Letter(s) from schools verifying the address history of the child or children
  • Child Benefit / Child Tax Credit award letters covering the previous five years

Proof of identity

Proof of identity for all members of your household who you wish to have re-housed with you.

  • Full birth certificates are required for all dependent children

Examples of what you could provide for all adults are:

  • Birth certificate
  • Valid passport
  • Full driving licence

Proof of local connection to Harlow

You only need to meet one of the local connection criteria (residence, family connection, work) )listed below:

  • Your own residence
    Examples of what you could provide are:
    • Tenancy agreement(s)
    • One bank statement for each year.
    • One utility bill for each year to cover the previous five years
  • Family connection
    Proof of the relative’s identity and relationship to you and proof of their residency in Harlow will be required.

    Examples of what you could provide are:
    • Council Tax bills for the previous five years
    • One bank statement per year to show the residency of your relative in Harlow
    • Birth certificate of the relative and birth certificate from you to show the relationship
  • Work
    ​Examples of what you could provide are:
    • Current contract of employment
    • Recent payslips
    • Letter from employer detailing your terms and conditions of employment

Proof of income, benefits, savings, equity

For joint applicants proof of income must be provided for both applicants.

Examples of what you could provide are:

  • Most recent P60
  • Last eight payslips
  • Benefit award letters
  • Recent bank statements showing proof of benefits
  • Bank statements showing savings
  • Current valuation of your property
  • Current mortgage statement(s)

Housing related debts

You will need to provide a current rent statement to show that the rent account is clear.

Where there are housing related debts either singly or jointly of a £1000 or more you will need to provide proof that you have an existing repayment plan that has been in place for the previous 12 months. Examples of what you could provide are:
