The new Harlow Local Development Plan will replace the Adopted Replacement Harlow Local Plan and will set out the framework to guide and shape development in Harlow to 2033. It will be a key vehicle in delivering the Council’s corporate strategies.

Local Development Plan
- Local Development Plan Pre-submission Publication
The Council has published the Pre-Submission Publication of the Local Plan, which provides a strategy for delivering growth for Harlow up to 2033 and sets out a spatial vision for the future development of Harlow. This is the final version of the Harlow Local Development Plan for consultation before it is submitted for examination.
- Development Management Policies Consultation
The Council ran a consultation on the Development Management Policies which will form part of the new Local Development Plan.
- Emerging Strategy and Further Options Consultation
The Council ran a consultation on a strategy which presents examples for how new housing development could be accommodated within Harlow.
