Brian Keane has been appointed the Acting Managing Director for Harlow Council.
Mr Keane’s appointment was agreed at last night’s (2 November 2017) Council meeting.
The interim appointment follows a proposal agreed by the Council in April 2017 to create a new single Chief Officer post for the authority. The Managing Director replaces the former posts of Chief Executive and Chief Operating Officer. Graham Branchett (Chief Operating Officer) left the Council at the end of July, and Malcolm Morley (Chief Executive) left at the end of October.
Reducing the Council’s top management team to one post saves the authority more than £424,000 over the next four years.
Brian, who has been the Council’s Head of Governance for four-and-a-half years, will take up the post until a permanent appointment is made.
Brian has held senior management roles in other Essex Councils including working at Brentwood and Braintree and has carried out governance investigations for public bodies.
