As well as Harlow Council you may also need to seek pre-application advice from other organisations dependant on the type of application and they may charge for this service.

Harlow Council logoHarlow Council does not currently charge for pre-application advice, however, there are many advantages of obtaining pre-application advice and therefore encourages its use. The benefits include the ability to obtain an understanding of the likely key issues, an officer’s opinion regarding the principle and/or details of a scheme without needing to pay an application fee, an understanding of the likelihood of support being forthcoming at the application stage and any revisions that may be needed to make a scheme acceptable.

Essex Place Services

Essex Place Services

Place Services, at Essex County CouncilEssex County Council,offer support to the Harlow Planning Team in respect of archaeology, listed buildings, conservation areas and urban design. They are now offering a pre-application service in partnership with Harlow Local Planning Authority, offering advice and guidance on matters pertaining to heritage and design prior to the submission of a formal planning application. Such a facility enables an improved, streamlined planning service, as the advice enables applications to be submitted in a more acceptable format. Environment Agency

The Environment Agency provides site-specific pre-application advice and would like to hear from you if your proposed development site is:

  • in flood zones 2 or 3;
  • close to a watercourse;
  • on potentially contaminated land;
  • handling waste or hazardous substances, or;
  • a hectare or more.
