May elections

You must register to vote in the upcoming May elections before Wednesday 17 April. If you cannot attend the elections, you can apply for a postal vote before 5pm on Wednesday 17 April. Find all the key dates on our election news page.

 

Skip, scaffolding or hoarding licence

If you want to place a skip, scaffolding or hoarding on any public road in Harlow, you will need a licence from either Harlow Council or Essex County Council (ECC), depending on who owns the road.

To find out who owns the road you want to use, you need to:

  • visit the Essex Highways website
  • search for the postcode where the equipment will be placed under ‘Find Address’
  • under ‘Map Categories’ open ‘Assets’ and click the tick box next to ‘Highway Record’

If the road is:

  • green (no black boundary) it is ECC owned
  • red (no black boundary) it is ECC owned
  • unshaded it is Harlow Council owned
  • black boundary it is Harlow Council owned

If the road is owned by Essex, you need to make an application on the ECC website

Restrictions

To be able to apply for a skip, scaffolding or hoarding licence, you need to be a:

  • licenced skip or scaffolding contractor, with proof of public liability insurance to £5 million (skip or scaffold licence)
  • relevant contractor or commercial organisation (hoarding licence)

The maximum skip size permitted on the highway is a 6 yard skip

Scaffolds need to leave a minimum of 1.5 metre width and a 2.1 metre overhead clearway on a footpath

Apply

To apply for a skip, scaffolding or hoarding licence from Harlow Council, you will need to provide a:

  • location plan
  • plan showing the extent of the structure with relevant measurements
  • cross section showing the construction and relevant measurements
  • copy of public liability insurance certificate
  • correct fee

Once we receive your form, our Property and Facilities team will validate your application and calculate the fee.

We will email you within 5 working days to tell you the fee and instructions on how to pay, using a debit or credit card.

Once we have received payment, we will email a copy of your licence to you.

 If we grant your licence, it will be valid for 14 days, unless you renew it.

Scaffolding: £50

Hoardings: £50

Mandatory single site inspection: £42 

Each subsequent inspection: £21

Renew your licence

You can extend your licence for another 14 days. 

To renew your licence, you need to:

  • pay the fee of £10
  • provide your current licence number or application reference number
