Skip, scaffolding or hoarding licence

If you want to place a skip, scaffolding or hoarding on any public road in Harlow, you will need a licence from either Harlow Council or Essex County Council (ECC), depending on who owns the road.

To find out who owns the road you want to use, you need to:

  • visit the Essex Highways website
  • search for the postcode where the equipment will be placed under ‘Find Address’
  • under ‘Map Categories’ open ‘Assets’ and click the tick box next to ‘Highway Record’

If the road is:

  • Green (no black boundary) = ECC owned
  • Red (no black boundary) = ECC owned
  • Unshaded = Harlow Council owned
  • Black boundary = Harlow Council owned

If the road is owned by Essex, you need to make an application on the ECC website
