Business rates multipliers 2026

A business rates revaluation is taking place and 2026 bills will reflect changes in rental values between April 2021 and April 2024.

From April 2026, lower business rates multipliers will be introduced for retail, hospitality and leisure (RHL) properties with a rateable value under £500,000.

The government have defined the eligibility for RHL.

New multipliers

The structure for the 5 new multipliers will be:

  1. Small business RHL multiplier: RHL businesses with rateable value below £51,000.
  2. Small business non-RHL multiplier: Non-RHL businesses with rateable value below £51,000.
  3. Standard RHL multiplier: RHL businesses with rateable value between £51,000 and £499,999.
  4. Standard non-RHL multiplier: Non-RHL businesses with rateable value between £51,000 and £499,999.
  5. Large property multiplier: For all properties with rateable value of £500,000 and above.

The 2025 Autumn Budget will confirm the exact rates for each multiplier and the changes will take effect alongside the 2026 revaluation.
