Advertising contracts
When the estimated value of a contract is £30,000 (including VAT) or over, we advertise tender opportunities on the Open eProcurement System.
We advertise above threshold contracts on the Find A Tender Service in accordance with Procurement regulation. The thresholds (including vat) are:
- £207,720 for services and supplies contracts
- £5,193,000 for works contracts

Essex Procurement Partnership
We are part of a collaboration between 8 councils across the region, known as Essex Procurement Partnership, focused on delivering the following outcomes:
- pooled resource enabling a resilient procurement service
- the combination of expertise enabling well-informed procurement activity to maximise value from the market and better value for Harlow residents
- shared procurement activity enabling savings through economies of scale and efficiencies in the use of the procurement team
- standardisation of processes and documentation to support local businesses and SMEs in bidding for opportunities
