Harlow Council urges residents to ensure ‘Harlow is run from Harlow’ in Government’s consultation on local government reorganisation

Harlow Council is calling on residents to take part in the Government’s consultation on the future of local government in Essex and to back the option that keeps local decision-making closest to home.

The Government is proposing a major reorganisation of councils across Essex, replacing the current two-tier system of county and district councils with new unitary authorities responsible for all local services. One option being consulted on – the “five-unitary” model – would see Harlow form part of a new West Essex unitary council alongside Epping Forest and Uttlesford – with Harlow at the centre. This option is named ‘Creating a Local Future for Greater Essex’.

While the council does not endorse the Government’s wider reorganisation, it supports this option as the best way to keep Harlow at the centre of local decision-making. Alternative proposals include much bigger configurations such as Harlow joining with Epping, Brentwood, Chelmsford and Maldon – with Chelmsford as the centre and Harlow on the periphery.

The council remains clear that the reorganisation is being driven forward at pace by central government without the detailed planning, modelling, or evidence that such a significant change requires. However, with reform likely to proceed, the priority is to protect Harlow’s interests and make sure the town is placed in the strongest possible position.

Under the proposed five-unitary structure, Harlow would be the largest urban centre within West Essex and a major driver of economic growth. The area already shares important economic, transport, and community links, forming part of the UK Innovation Corridor between London and Cambridge.

Residents can respond to the Government’s consultation online

The Five Unitary model is one of four proposals for Essex.

Cabinet Portfolio Holder for Local Government Reorganisation and Devolution, Councillor Michael Hardware, said: 

“The Government is forcing through the biggest reorganisation of local government in 50 years. While reform is needed, the pace and lack of detailed modelling is a concern. Despite this, we must ensure Harlow’s interests are protected. The five-unitary option – creating a West Essex council with Harlow as the centre – is the model that keeps decisions rooted closest to Harlow’s communities.

“Harlow would form the economic engine of West Essex, strengthening our ability to deliver growth, regeneration, and investment. If we must go through this reorganisation, this configuration gives Harlow the greatest opportunity to thrive. That is why it is essential that residents take part in the consultation and back the option that keeps local government local.

“Other proposals would not serve Harlow’s best interests. I therefore urge residents to make their voice heard in the Government’s consultation in support of the five-unitary option.”

The Government’s consultation is now underway on all four options for reorganisation in Essex, with a decision set to be made in Spring 2026. Shadow elections for the new authority are set to be held in May 2027 with the new authorities coming into effect from May 2028.
