The Leader of the Council, Councillor Russell Perrin, has announced a reshuffle of his cabinet, which gives a renewed focus on the delivery of the council’s new priorities.
He has made the following appointments:
Councillor Joel Charles
Councillor Joel Charles remains the Deputy Leader of the Council and is now the Cabinet Portfolio Holder for Community and Business Resilience taking on responsibility for the town’s economic recovery.

Councillor Simon Carter
Councillor Simon Carter remains the Cabinet Portfolio Holder for Housing focussing on improving services for tenants and leaseholders and improving council homes.

Councillor Alastair Gunn
Councillor Alastair Gunn becomes the Cabinet Portfolio Holder for Governance, focussing on improving customer service. He retains responsibility for waste and recycling collections, parking and climate change pledges.

Councillor Michael Hardware
Councillor Michael Hardware remains the Cabinet Portfolio Holder for Strategic Growth and leads on the Local Plan and the Harlow and Gilston Garden Town programme.

Councillor James Leppard
Councillor James Leppard becomes the Cabinet Portfolio Holder for Finance with responsibility for council tax, budgets, ICT and properties and facilities management.

Councillor Nicky Purse
Councillor Nicky Purse becomes the Cabinet Portfolio Holder for Environment with a focus on improving the cleanliness and maintenance of our town’s estates and open spaces.

Councillor Dan Swords
Councillor Dan Swords remains the Cabinet Portfolio Holder for Regeneration, delivering Harlow’s regeneration and renewal and driving forward the housebuilding programme. He also takes on responsibility for planning and building control policies.
