Pay a fixed penalty notice

Example of a fixed penalty fine noticeIf you have received a fixed penalty notice (FPN) you will need to make a payment or face court proceedings.

What is an FPN?

We work with National Enforcement Solutions who provide the environmental enforcement services in Harlow.

An officer from NES can issue an FPN if person has committed a criminal offence. You can receive an FPN for:

  • fly tipping (£200)
  • dog fouling (£50)
  • littering (£80)

The notice gives you the chance to pay a penalty as an alternative to being prosecuted in court.

Pay

The easiest way to make a payment for a FPN is online using a debit card.

You can also pay by:

  • credit or debit card by phoning 0203 131 3688
  • cash at any Post Office or PayZone outlet (you will need the FPN with the barcode)

I do not agree with the FPN

There are no formal grounds of appeal against a FPN. If If you do not agree that you committed the crime then you will have to defend against your prosecution in a magistrates court - where the fines can be much higher.

You can find more information on the National Enforcement Solutions website.

You can make a representation in writing to: Street Scene team, Harlow Council, Civic Centre, The Water Gardens, College Square, Harlow CM20 1WG.
