Harlow Council now owns Terminus House, delivering on its commitment to take back control of one of the town centre's most recognisable buildings and marking another major milestone in the complete rebuilding of Harlow town centre.
The landmark acquisition means the council now owns the building, which has been fully vacated following the successful relocation of all non-Harlow residents to alternative accommodation outside of Harlow by the previous owner over the past year.
For decades, Terminus House has stood as one of the most visible symbols of decline in Harlow town centre. Today, it becomes part of the town's future.
The purchase fulfils a commitment made by Harlow Council to acquire the building, bring it back into local ownership and redevelop the site as part of the council's ambitious Building Harlow's Future programme.
Since announcing its intention to purchase Terminus House, the council has worked closely with the previous owner to enable the complex acquisition to proceed. As part of that process, the previous owner successfully relocated every non-Harlow resident living in the building into suitable accommodation outside Harlow. That work has now been completed, allowing ownership to transfer to the council with the building entirely vacant and ready for its next chapter.
The acquisition forms part of the council's unprecedented programme of regeneration, which is transforming Harlow town centre through new public spaces, cultural attractions, homes, commercial investment and transport improvements.
Announcing the purchase, Dan Swords, Leader of Harlow Council, said:
"When we said we would take back control of Terminus House, many people thought it couldn't be done.
"Today, we've delivered.
"This building became a symbol of everything that had gone wrong in our town centre. Instead of accepting that decline, we made a promise to residents that we would buy it, clear it and redevelop it as part of the complete rebuilding of our town centre.
"Over the past year, the previous owner has worked to relocate all non-Harlow residents into alternative accommodation outside Harlow. That work is now complete, the building is empty, and Harlow Council owns it.
"This is far more than a property purchase. It is about taking responsibility for our town's future. It is about replacing decline with ambition and ensuring one of the most prominent sites in Harlow becomes something residents can once again be proud of.
“This is yet more proof that we’re completely rebuilding the town centre, with cranes in the sky, builders on site and every corner of our town centre under construction.
"This is another promise delivered. Another step forward. We're Building Harlow's Future."
The purchase of Terminus House is one of the council's boldest regeneration projects to date and reflects its determination to tackle sites that have blighted the town for years rather than leave them to deteriorate further.
With the building now under council ownership and vacant, work can progress towards bringing forward proposals for its redevelopment as part of the wider transformation of Harlow town centre.
The acquisition follows a series of significant regeneration milestones delivered by Harlow Council, including the purchase of other strategic town centre sites, the redevelopment of the bus station and Terminus Street, the creation of a new arts and cultural quarter, investment in Market Square and the ongoing transformation of the town centre under the Building Harlow's Future programme.
As Harlow continues the largest regeneration programme of any district council in the country, the purchase of Terminus House represents another major commitment delivered and another step towards creating a town centre that residents can be proud of once again.
