The Towns Fund is a £3.6 billion fund created by government to help develop towns and cities. You can find full details on the fund in the Towns Fund prospectus on GOV.UK
Harlow is one of 101 towns across the country eligible to bid for up to £25 million worth of funding.
The overarching aim of the Towns Fund is to drive the sustainable economic regeneration of towns to deliver long term economic and productivity growth. This will be done through investment in:
- urban regeneration, land use planning and infrastructure
- skills and enterprise infrastructure
Harlow Council has already been awarded £1m from the Towns Fund Accelerated Fund, which will be invested in improving Harlow town centre.

We have established the Harlow Growth Board to bring together partners to coordinate regeneration activity in the town.You can find more about the role of the board and its members
Town Investment Plan
To prepare our bid for the Towns Fund, we have to create a Town Investment Plan which sets out our investment priorities in Harlow.
We are working with the Harlow Growth Board on projects for a Town Investment Plan.You can read full details of the projects in our Town Investment Plan proposals (pdf)
Once we have submitted the plan, the government will let us know which projects it would like to support. We will then have up to a year to develop these projects into full business cases.
These projects have been based upon:
- town centre consultation over many years
- wider economic and regeneration plans
- the recent feedback through the government's MyTown initiative

Town centre infrastructure
We plan to improve our town centre through 3 interlinked projects that will transform the Bus Station into a new transport hub, providing work space and residential above it. We would also want to create better connectivity with Broadwalk, Market Square, East Gate and the College, which will make the town centre a safer and more social place.
We plan to improve the Staple Tye neighbourhood through new workspace for businesses and better and safer connectivity between the neighbourhood centre and the new Lister Medical Centre.
New Cambridge Road and Riverway junction
We want to attract new businesses and jobs by unlocking underutilised employment space at Templefields and its Enterprise Zone site through developing a new Cambridge Road and Riverway junction. This will improve access at this employment area and also ensure access can be maintained whilst the new bridge is delivered onto Riverway connecting to new road infrastructure for the the Harlow and Gilston Garden Town project.
Institute of Technology
We plan to improve our local skills offer through Harlow College’s plans for the Institute of Technology. This is our reserved project which we will look to fund if we are able to.
