The Towns Fund is a £3.6 billion fund created by government to help develop towns and cities.
Harlow was successful in its bid for funding from the Towns Fund and was awarded £23.7 million.

Town Investment Plan
The programme includes the following projects:
Harlow town centre
We plan to improve the transport links and connectivity in the town centre. This includes improving public spaces to make the town centre feel safer and more attractive and a new transport and commercial hub in Terminus Street replacing the existing bus station. Harlow Council has already been awarded £1M from the Accelerated Funding which has been used to deliver public realm improvements in East Gate.
Staple Tye regeneration
We plan to improve Staple Tye neighbourhood through providing new workspace for businesses and improving connectivity between the shopping centre and health centre.
New Cambridge Road and River Way junction
We plan to create a new junction at Cambridge Road and River Way to improve access to the Templefields area.
Institute of Technology
We plan to support Harlow College to deliver its new Institute of Technology facilities focused on science, technology, engineering and mathematics.
We are currently developing the individual project business plans for this programme and we expect to have carried out the work by March 2026.
