Protecting the history and character of Churchgate Street

Residents in Churchgate Street are invited to have their say on proposals to enhance the protection of the conservation area’s history and character.

Churchgate Street has been a conservation area since 1969 due to its architectural and historic interest, which means there are extra planning rules to help preserve the area’s buildings and features.

As part of our commitment to protecting and enhancing the conservation areas in the district, the council is now consulting on a document which contains a character appraisal and management proposals for the area. The character appraisal details the background of the area, including its history and buildings, and provides details on the styles and original features of housing found on Churchgate Street.

The council has 3 management proposals for the area:

  • the introduction of an Article 4 direction requiring planning permission for certain works to houses
  • minor amendments to the Conservation Area boundary
  • publication of a management plan and guidance document

Harlow Council's Planning Portfolio Holder, Cllr Alastair Gunn said:

"As part of Harlow Council’s priority to renew our neighbourhoods, we are looking at ways to go further in preserving Churchgate Street’s unique history, its character and original features."

“The proposed changes mean that homeowners in Churchgate Street would have to apply for planning permission to make certain changes to their home. The introduction of a management plan and guidance document would assist residents with submitting planning applications for works covered by the Article 4 direction.

"I would urge Churchgate Street residents wanting to play their part in preserving the character of their area to let us know whether they support these proposals. Their feedback to this consultation can help us ensure we get protecting the conservation area right for the future."

We are writing to all residents in Churchgate Street about the consultation and the document can be viewed online or in Harlow Central Library, Old Harlow Library and the Civic Centre during normal opening hours.

The consultation closes at 5pm on Monday 30 September 2024. The council may not be able to consider comments received after the consultation closes.
