The Safer Harlow Partnership (SHP) is a group of organisations working together to reduce crime, disorder and the misuse of drugs in the town.
The partnership is led by:
- Harlow Council
- Essex Police
- Essex County Council
- Essex County Fire & Rescue Service
- Hertfordshire and West Essex Integrated Care Board
- The Probation Service
The partnership also includes many other local bodies like:
The SHP meets quarterly and is supported by multi-agency priority subgroups, each with its own delivery plan detailing how they will work towards achieving partnership priorities.
Priorities
The SHP priorities for 2025 to 2026 are:
- acquisitive crimes
- county lines
- serious violence
- violence against women and girls and domestic abuse
The SHP wants to encourage more victims of domestic abuse to report incidents, so victims can be supported and the number of repeat victims reduced.
The SHP is responsible for undertaking Domestic Homicide Reviews (DHRs) where the death of a person aged 16 or over has, or appears to have, resulted from violence, abuse or neglect by a relative, household member or someone they had been in an intimate relationship with.

Funding
The SHP receives a Community Safety Grant from the Police Fire and Crime Commissioner for Essex (PFCC) each year to fund activity that will help the partnership achieve its objectives.
To apply for this funding, you must be able to demonstrate how your planned project or activity supports current priorities (listed above). You will also need provide monitoring and evaluation information to the SHP to evidence positive outcomes. The maximum you can apply for is £3,000.
