You need a licence if you want to operate a caravan site in the Harlow area.
A caravan site is defined as land on which a caravan is stationed for the purposes of human habitation and land which is used in conjunction with land on which a caravan is stationed.
You can look at GOV.UK for information about who needs a caravan licence, licence restrictions and the penalties for operating without one.
You must have planning permission for the caravan site before you apply for a licence.
Before you apply you need to read, and be satisfied that you can comply with, the requirements of our caravan site licence standard conditions (pdf)
To apply for a licence you need to contact us for an application form.
You will need to provide information on the:
- number of caravans
- type of caravans

You will also need to provide a map showing the land and the caravan positions on it.
For information on the current fee for this licence, you need to contact us.
Once we receive your application, we aim to process it within 28 days.
If we grant your licence it will contain conditions that need to be met. If you do not comply with the conditions, your licence may be withdrawn.
If you only have temporary planning permission for the site your licence will only last as long as your planning permission.
If your licence application is refused or you want to object to a condition on the licence you can appeal to the magistrates court within 21 days of receiving notice of the decision.
