Local Development Orders

Local Development Orders (LDOs) give planning permission for specific types of development, which means investors and businesses do not need to submit planning applications.

There is one active LDO in Harlow, at London Road North, which we put in place to support the economic growth of the Enterprise Zone.

There were previously LDOs at London Road South and Templefields, but these have now expired. More information on them can be found below for information purposes only.

Confirmation of Compliance

If you want to make developments under the LDO, you need to apply for Confirmation of Compliance.

There is no fee for the application.

To apply for Confirmation of Compliance you need to:

Once you have made an application, we will acknowledge your application within 5 working days.

We will confirm whether your proposed development is covered by the LDO within 28 days of your application date.

If we confirm that your development is covered by the LDO, you can start works without planning permission.

London Road North

The London Road North LDO provides planning permission for specific types of development. This includes:

  • building development and associated site infrastructure and facilities
  • road infrastructure
  • change of use
  • extensions and alterations
  • minor operations

A revised version of the LDO was adopted on 27 January 2022 and expires on 31 December 2034. You can download the documents related to the LDO below:
